Then let’s see… (assuming you own none of the following, just to be complete)
 
Any open world out of Bethesda, assuming you don’t already have them all:  
  • Morrowind  
  • Oblivion  
  • Skyrim  
  • Fallout 3  
  • Fallout: New Vegas  
  • Fallout 4  
    My own dislikes aside, avoid FO3 mostly because performance on modern rigs is spotty at best, and (in a surprising twist) the PC version performs significantly worse than console versions. Otherwise, FO4 is the big one for building, especially if you get one of the “build anywhere” mods. Surprisingly, Morrowind can come close to the same level of building freedom with a few mods, but it’s naturally extremely aged beyond what some people can stand now.
     
    Then there’s 2D “open world survival craft” icons:  
  • Terraria  
  • Starbound  
    For some reason I could never enjoy Terraria, but it’s become the icon of those kinds of games. Starbound has much of the same systems, and is my personal favorite in that regard, but make sure to mod the hell out of it otherwise the game is extremely bland at its core. Make your own opinions, but avoid the mod Frakin Universe when you start out; install after you’re familiar with the game and FU (and its implications) if it’s something for you. Avoid similar games Darkout, Edge of Space, and Windforge - Darkout was released with half of the story and never released the “complete story DLC” after significant backlash, Edge of Space was released incomplete and broken, and Windforge is unoptimized to the point of unplayable late-game. A game called Signs of Life has promise, but it’s been in extremely slow Early Access for years.
     
    And then there are the “warring pair” of survival crafts:  
  • No Man’s Sky  
  • Subnautica  
    Both games have robust base-building and vast open worlds. Subnautica is goal-driven, story-driven, and a static, hand-crafted world. No Man’s Sky (completely ignoring ALL associated past drama) is more “make your own goals” a la Minecraft. Worlds are procedurally-generated (though all players share the same seed), and building contains some limits, but you can build as many bases as you want wherever you want.
     
    All recommended here are either explicitly RPGs, have strong RPG elements, or can have more RPG elements added (Starbound with the RPG Growth mod).

Junk Jack is a pretty good sandbox one too. It started out on mobile and now has a steam version. You could mod RPG elements into Minecraft as well.

I was going for just games on Steam considering context, so I skipped Minecraft. As for Junk Jack, I can’t speak for it as I still haven’t played it; I’ve wanted it, but not supporting mods has always stopped me from buying it.

I can definitely second the recommendation of Subnautica (The sequel not so much as it’s unfinished and I only briefly toyed with it). Also Fallout: New Vegas. Especially NV, in fact, as its total conversion expansion The Frontier is due out within the next few days. Has its own Steam page and everything. Only other TC mod I know of with that honor would be Skyrim’s Enderal, which is likewise worth a look. Both are free, I should add. The total conversion mods on Steam, I mean.
 
Subnautica is actually quite moddable, by the way, and has tons of options on Nexus Mods.

Oof. Dejobaan. Would love to support them (when they do something right, their quirky style is great), but not after “1… 2… 3… KICK IT! (Drop That Beat Like an Ugly Baby)” and “AaaaaAAaaaAAAaaAAAAaAAAAA!!! for the Awesome”. Have to admit, they’ve got balls to continue releasing games on Steam while they have an active 9-year (7 years since last update) old “Early Access” title.

Play this game. Treat it like Pony Island: don’t watch the trailer, don’t read the reviews, don’t look at the community, just install it (it’s free) and play (an average play is ~10 minutes, and a “perfect” is only ~5 minutes).

Project Wingman is probably my favorite game to come out this decade. Or last decade, I suppose. I like that the difficulty isn’t just “you take more damage and enemies have more health.” The game spawns more and different units and their AI acts a little differently.
 
The friendly AI is also competent, which is nice. I ran out of ammo earlier and they managed to shoot down five members of the boss team.

Any game using Unreal does. For Epic’s baked-in “analytics”. In the dev’s FAQ they respond to this and directly recommend denying the firewall pinhole if you don’t like Epic and that denying it will not affect gameplay whatsoever.

The reason the game asks for internet access is because Epic Games (the owners of Unreal Engine) want to collect anonymous analytics from users to help improve their Engine Code. Note that any firewall prompt you get is not something caused by Perfect Vermin, rather it’s a prompt from Epic Games. You can choose to not allow access, the game should still function properly.
