After spending over a year in jail, he probably also got credit for time served, so in the eyes of the law he’s already been punished.

As far I know, he cannot contact Barb ever again because his relatives do not want to let him to ever get close to her or the house. Also, the house legally belongs to Barbara, so Chris has no legal rights to be there unless there’s a will stating that the house (and all the debts linked to it) will be inherited to Chris once Barb is no more.
