As a ship nerd once told me, try having a ship and a boat dropped onto you, and you’ll immediately understand the difference. The difference being size (and it’s pretty significant). But I’m just not sure if it’s significant enough for tagging purposes. Second part is done tho

cyborg should not be implying prosthetics and prosthetic limb, cyborg (cybernetic organism) is any functional tech integrated with the body (though usually used for MORE functional replacements only, but yes, anyone with cardiostimulator or even a pump is a cyborg), it does NOT require losing then replacing limbs which is what “prosthetics” implies. A cyborg can also be due to augmentations (adding entirely new things), like earth pony with cybernetic wings will be a cyborg with 0 prosthetics.
 
Consequently, it should have a description:  
“Originally biological organism with technological additions that are more functional than their biological counterparts, if any. Don’t forget to tag augmentation and prosthetics as needed.”

No, but that’s a definition I’ve run into before.
 
The point is, pacemakers might technically be cybernetics, but your random person off the street isn’t likely to think having one makes you a cyborg, and diluting the tag with technicalities will only make it less useful.

I still don’t see how that excludes pacemaker; an implanted device that replaces the function of a person’s natural heart rate regulator, due to the organic original being deficient, the replacement therefore being more functional…

Eh, you’re not really wrong about that, despite replacement limbs probably being the most common form of cybernetics in artwork (and fiction in general).
 
Looking at the tag, we could probably use a full-body prosthetic tag too…

A normal person will not consider a pacemaker to be superior alternative by your own argument. It’s inferior to healthy and functional natural “clock signal”.  
Looking at the tag, we could probably use a full-body prosthetic tag too…
If you mean the last several pictures, that’s not a prosthetic either (the head was not separated and replaced, technically), that is their body, it’s just gotten upgraded into a biorobotic one. The flesh and everything is still there under the black armor-skin.
 
P.S. Their head is upgraded too, the coat is just kept there for cosmetic reasons.

Yes, that’s the point; the initial definition you used to lay out the premise is iffy, but I think we’ve waffled on that note more than enough already…  
Just to be clear, your proposed tag description_ seems fine to me, it’s more in line with the typical usage of “cyborg.”

I’m referring to characters in the vein of Robocop or Major Kusanagi, although I suppose a protective artificial skin grafted onto the original torso (and limbs) could fit in the same category, possibly maybe, depending on how autisticly it’s defined.
 
The tag doesn’t have to be “full body prosthetic” specifically, it’s just the first term that popped into mind – thanks, GitS.
 
Personally, I’d be fine with simply rolling all full body prosthetics/artificial skins/armor implants into augmented – possibly together with exoskeleton where applicable, though that one seems to be mostly of the chitinous variety at the moment.

Full body replacement aka effectively brain in a jar-but-jar-is-body-shaped needs to be a distinct tag. Also a more recent example would be Adam Smasher.

Again, helats isn’t a graft, it’s effectively full nanobot-driven remake of the body to be more durable and stronger, while keeping the same general fleshy layout. The closest equivalent is actually Technocyte, minus the horrible pain (darkSector) or becoming a monster (Warframe).
 
Speaking of which, helats should have implications of fanfic:h’ven sent and augmented.

The term for exoskeleton cyborg … is omar.
First time I’ve heard of the term, and can’t find an immediately obvious source for it.  
Is it a Deus Ex: Invisible War reference?
 
Seems to me, cyborg, exoskeleton, augmented should cover it quite adequately…

So it’s a specific form of artificial skin (if skin-deep) or body prosthesis (if it affects muscles, bones etc).  
Made in place, but it replaces the original body part nonetheless.
