My headcannon is that eating grass (at least off the ground) is considered very unclean/taboo and anyone who is caught eating it is chastised and shunned from the community. Or at least seen as lower than other ponies.
 
Only eaten as a last resort/homeless and starving.

They eat hay, which is dried grass. However, that is implied to be considered “boring” food.

Asking why ponies don’t eat grass is like asking why people don’t forage for berrys, mushrooms and plants.
 
They do; when I was young we were dirt poor and would go picking stinging nettles to make into soup.
