How can a tiny Bird of Prey easily destroy what is considered the flagship of The Federation?

Yes I get that but, here’s the thing, The Duras Sisters, on their first time around, had to STOP, REWIND, ZOOM AND CLEAN UP THE IMAGE TO SEE THE FREQUENCY!
 
Also, if I recall an episode of Star Trek TNG, Data put the computer in charge of the shield modulation. If something got through, the computer would detect this and change it immediately.
 
Because The Duras Sisters have to pause each time to look at the frequency, the computer can just randomly modulate another one (Like they did with The Borg).
 
Another thing: How can you not destroy a Bird of Prey with a couple of phasers? I don’t recall tiny little scout ships having shields as powerful as a capital ship.
 
Lastly, what the hell is wrong with Riker!? He was doing theories about using defective plasma coils bringing the shields down on the Bird of Prey when all he has to do is pretty much do this
 
Now if it were a Negh’var Warship or two on the other hand…
