This is the kind of person who is just burned out on propaganda and political world filled world we live in now. Ponies are a haven from it. The sight of anything that remotely political causes the IRL to come crashing into what was once, and should be, a shelter from it all. Let me offer my suggestions (criticism) for this flag.
I think OP needs to be more original in its design, rather than simply use an existing flag for a theme (like the Russian Empire). They should try to make it more different, but inspired by art or banners from the Russian Empire.
On the other hand,the Chrysalis emblem in the middle does look good, and I am impressed.
