Juno, the Heavenly Mother

This is Juno, the Heavenly Mother and Creator of all Draconequui, as well as the biological mother of Cosmos and Discord. She lives in the Aether, drifting in the great emptiness that is between worlds, guided loosely by the pull of Fate. She replenishes the universe by taking in the many magic auras floating around, filtering and replenishing them before throwing them back to go wherever it is the Aether will take them.  
Her primary duty is ensuring the well being of life populated worlds. Worlds and stars are constantly being created and destroyed in the wilds of the Aether, sometimes they last long enough to gather the untamed magic and create a magic core. Juno collects these cores, if the world fails to sustain itself, and delivers them to other worlds more developed, such as the ones like Equestria’s. After choosing a world that best fits the core, she’ll grant the core a “breath of life”, giving the core sentience.  
Little more than a conscious spirit of raw magic, Juno will then begin teaching the spirit the ways of the world and what their duty is. That is, to fulfill their destiny, live on the world, and slowly restore the magical balance necessary to sustain the planet. In short, to give their life to planet… with minimal influence on the existing life. Once deemed ready, Juno will leave the spirit on their destined world, the spirit taking the form of the creatures that are most prominent upon touching the surface of the world.  
These spirits are the Draconequui.  
Juno then leaves them to fulfill their destiny, only checking in every once in a while. After all, most Draconequui only last a century or two before their cores are drained and they turn to stardust. So how are Cosmos and Discord still around after over a millenium?? I’m working on that shhhhh-
