You must not have read any of the Fallout: Equestria books. She is what is known as a Dashite; a pegasus that has had her own cutie mark burned off with a brand shaped after Rainbow Dash’s cutie mark.

Irony.
You certainly hadn’t read Project Horizons. She isn’t a Dashite, she was framed as one, and later she literally turns into Rainbow Dash by way of a Killing Joke exposure.
