A villain from my headcanon during the ‘Regency’ period.  
Celestia and Luna were still fillies and their mother, Laurelore, had departed Equestria.  
A selection of Equestria’s most trusted ministers were appointed as a council of Regents.  
But after the disappearance of Lord Marshall Thornwood, a deputy was placed in command, this deputy appointed at the whim of a petition signed by various families in the outskirts of Equestria.  
Lord Warden Hardhoof, who would begin a campaign of power-mongering, overriding regents and intimidating the Royal Sisters into obedience through one means or another.  
There are few ponies in history quite so loathed as Hardhoof.

I was inspired by the illlustration of Pius Thicknesse by www.deviantart.com/jlestrange with its very warped and slightly Burtonesque characterisation.  
It’s very impressive work that reminds me of a lot of illustration I saw growing up that I feel really quite suits the world of Harry Potter.
