Seriously! The only real reason why someone would like a license to drink JUICE in a bar is because of the social atmosphere. Remember, theres no Facebook in Equestria. The 13+ bar is a place a gathering and socializing IRL. And there wont be any fights or sexual harassment because NO ONE IS DRINKING AND GETTING DRUNK.
To Apple Bloom, this place is a stress reliever. What with the Scootaloo situation, and experiencing her longtime friends slowly crack down. The poor girl need to relax! Theres another way of relieving stress, but thats not relevant right now
