Yeah, they never have.

Or, to be specific, they did for a few hours, years ago, on Derpi, but that change was reverted when they realized the newly-implemented recursive tagging was what kept crashing the site by causing an infinite implication loop if the implied tag implied the implying tag, i.e.g. a character with two or more names that both imply each other.
