I think the tricky part comes in when it comes to coding non-hostile interaction with players. At least in a game where its default state is at least minimally hostile, anyway. Telling it how to kill or how to be nice is one thing. Telling it when, how and why to switch back and forth is likely quite another.


 
Plus there's the issues of long-term planning & resource management. Coding a squad to fight is probably a lot easier than coding an empire to produce, equip, move and support an army of squads across multiple battlefields. To say nothing of doing so while also maintaining the internal balance of an empire and planning for what it wants to do 35 turns down the road. Which is why I'm fine with the AI getting _*some_* freebies. A free unit or two here and there, _*bonuses_* to resource income (not just FREE resources, or being freed from the need for them entirely), that kind of thing.
