Warren Buffett likes to complain to virtue signal. Income tax rates determine the minimum the government requires you to pay. There's no law saying you can't give the treasury department more money if you so choose. If Buffett is unsatisfied with his tax rate he can cut Uncle Sam a check for a billion dollars if he wants, nothing is stopping him.


 
Furthermore, even if the tax rate was 100%, at the rate the government spends money, all the money all "the millionaires and billionaires" in the US have would only pay for about 300 days of government spending.


 
It's the same problem as the "Green New Deal". It would cost more money than exists in the entire world to fund the damn thing. And you can only confiscate all the money in the world once and then the economy collapses until the currency is redenominated.

So he's virtue signaling, just like I said. He thinks taxes aren't high enough but he doesn't do anything about it except invest in publicity capital because his all-or-nothing solution to the problem is something he knows will never happen. He's basically saying he doesn't think taxes are high enough, but he won't pay one cent more than he is required to until pigs fly because the problem is fundamentally unsolvable but he likes to complain about it anyway because it keeps roving mobs from burning his house down. He's a liar and a con artist.
 
Notice that Buffett doesn't follow his own line of reasoning when it comes to "donating" large sums of money to fake "charities" that are owned by his billionaire friends. He doesn't insist that everyone donate money before he donates, he only insists that taxes be increased before he pays more to the government. The difference is that billionaires invent fake charities to launder their money around to escape paying taxes. They "pay" into charities that make them richer (Bill Gates doubled his net worth after starting his fake charity scam foundation), but they won't do anything that actually causes them to lose money, like paying taxes they feel are too low, because they are liars and con artists.
