That’s the problem. Since it’s a saw, people thought that the other things were supposed to be something too.

This comic was something of an albatross around Gary Larson’s neck. For years after he made it, he was inundated with letters requesting an explanation of what the tools did. The joke was just supposed to be that a stupid cow with hooves couldn’t make things very well, but since he made the mistake of making one look like a saw, people thought that the other things were supposed to be something.
