I think speech was seen as a great (maybe even broken at times) pick for most builds,
FNV had it be highly recommended by many especially.

r the speech system, FO3 was just 'random chance with higher chance depending on speech' that could simply be save scummed, 100 speech also wasn't an insta-pass.


 
FNV removed the random chance, so 100 speech was always a pass. They improved it by adding more SPECIAL checks, but speech was just broken (final boss can be beaten using only speech, unlike 1 where the master required actual knowledge from locations and items). To be fair, FNV would have had more options if they had the time. I wonder why they didn'- oh, right.


 
FO4 replacing with Charisma was pretty dumb - sure speech was broken most of the time, but Charisma was the same thing. It seems like the remedy was 'can't beat everyone, half the checks are for caps' which meant roleplaying as a good character in it for the people, especially if they're a 'lovable rogue' or suave meant all they did with their quick tongues was 'gimme mone'.
