Standing at 597 m (1,959 ft), Goldin Finance 117 in Tianjin, China, is the tallest unfinished building in the world. Construction began in 2008 and halted in 2010 after the Goldman Sachs collapsed the world economy. Construction started up again in 2011 and halted again in 2015. The construction company has pulled from the site and has no intention of finishing. Apparently, they even left the crane on top of the building.
The second tallest unfinished building that has remained unfinished for a lot longer is the Ryugyong Hotel in Pyongyang,
North Best Korea. It stands at 330 m (1,080 ft) and is an ugly three-pointed pyramid with an upside down shot glass on top.

In 10 years they managed to put an LED display on the outside of the building that displays propaganda films. They’ve pretty much consigned the building to being a permanent billboard.
